As a result, the flight was delayed, and the offended Alexey Valentinovich and his wife flew out on the personal plane of the Minister of Economic Development and Trade German Gref.

On the eve of his appointment as head of the Ministry of Economic Development and Trade, Ulyukaev spoke out on a number of pressing issues in the Russian economy. Thus, he noted that loan rates in June 2013 corresponded to “historical ones.” The reasons for stagnation, according to Alexey Valentinovich, are a decrease in external demand and the exhaustion of opportunities. At current capacity utilization and employment levels, recovery is not possible.

His hobbies were mentioned in the media: hiking, rowing and swimming.

KOMPROMAT

On Tuesday night, Minister of Economic Development Alexey Ulyukaev was detained. The official report on the detention of the minister was published by the Investigative Committee at 02:33 Moscow time. Ulyukaev is charged with extorting a bribe of two million dollars from the Rosneft company. According to the Investigative Committee, Ulyukaev received the money on November 14. He was caught red-handed while handing over a bribe, Investigative Committee representative Svetlana Petrenko clarified to Interfax. According to an unnamed Interfax source, the minister received the money under the control of the security forces. The FSB provided operational support. According to the Investigative Committee, $2 million is money for a positive assessment issued by the ministry, which allowed Rosneft to acquire the state stake in Bashneft.

Moreover, Ulyukaev extorted these funds from the company through threats, Petrenko said. According to her, the FSB has been tapping the minister’s phone since the summer and threats have been made in conversations with representatives of the oil company. “During his arrest, Ulyukaev tried to call his patrons, but in vain,” Petrenko added. A case was initiated against the minister under Part 6 of Article 290 of the Criminal Code of the Russian Federation (receipt of a bribe on an especially large scale). This article provides for imprisonment for up to 15 years, as well as large fines (up to a hundred times the amount of the bribe). In addition, the convicted person may be deprived of the right to engage in certain activities for up to 15 years. The Investigative Committee has no complaints against Rosneft itself: the transaction to acquire a stake in Bashneft is not the subject of investigation, Petrenko said.

An official representative of Rosneft, during a night conversation with RBC, did not comment on the actions of the insurance company and only emphasized that the shares of Bashneft were acquired on the basis of Russian legislation on the best commercial offer. At the same time, the publication’s interlocutor clarified that Rosneft Chief Executive Officer Igor Sechin is at work. In the spring of 2016, the media published information from the so-called Panama Papers (documents of the Panamanian law firm Mossack Fonseca, which was involved in the registration and support of offshore companies).

According to this information, the son of Alexei Ulyukaev Dmitry (born 1983) in 2004-2006. was the director of the offshore company Ronnieville Ltd, registered in the British Virgin Islands (his father was at that time deputy chairman of the Central Bank). In 2006, he was replaced at the head of the offshore by Yulia Khryapina (according to media reports, this is the name of Alexey Ulyukaev’s current wife).

In 2009, the company was liquidated. After the Panama Papers scandal broke, the minister told reporters that he had nothing to do with the offshore company. Also, according to SPARK-Interfax, the son of the minister, Dmitry Ulyukaev, has been a co-owner of the construction company Yurusstroy since 2003, together with Yaroslav Yurchak. In 2010, Ulyukaev Jr. was the owner of the limited liability company Amadeus Film, which specialized in the production of films and television programs. Currently, Dmitry Ulyukaev owns half of the shares of the White Mirror film company (together with Sofiko Kiknavelidze).

Personal life

Alexey Valentinovich was married twice - to economist Tamara Usik, and in 1983 his son Dima was born.

In his second marriage, Ulyukaev has two children, born in 2005 and 2010; wife Yulia Khryapina (born in 1983) worked as a researcher at the Gaidar Institute, and then was the director of an offshore company, which was headed by Ulyukaev’s son Dmitry before her. Alexey Valentinovich assured that he had nothing to do with this company.

Alexey Ulyukaev now

The latest news from the life of Alexey Ulyukaev is associated with new information on the bribery case, punitive measures imposed and the investigation into the details of the crime, which reveal criminal connections and schemes in which, according to the press, other politicians and businessmen are drawn.

In January 2017, the court extended Alexey Ulyukaev’s house arrest until April of the same year. The court seized the property of the ex-minister. But the trial did not start on the scheduled day. On July 13, 2017, the Basmanny Court again extended the house arrest of Alexey Ulyukaev. The arrest lasted until August 15. The delay in the consideration of the case was caused by the fact that representatives of the politician’s defense submitted three voluminous petitions to the court. Only after a detailed consideration of the petitions did the case go to court. As a result, the trial began on August 8.

Alexei Ulyukaev's defense voiced a request to return the politician's case to the prosecutor's office, the lawyers noted that, in their opinion, the indictment contradicts the charges against Alexei Ulyukaev. On August 16, the Zamoskvoretsky Court denied this request to the defense of the ex-minister and did not agree with the position of the defenders on the issue of the legitimacy of the charges.

On September 1, 2017, the second court hearing took place. Andrei Baranov, Director of the Rosneft Investor Relations Department, and Oksana Tarasenko, Director of the Corporate Governance Department of the Ministry of Economic Development, spoke at the trial.

On September 5, the hearing in the case continued in the Zamoskvoretsky court. The prosecutor read out transcripts of audio recordings of conversations between the defendant, former Minister Ulyukaev, and Rosneft CEO Igor Sechin: audio recordings of a telephone conversation and an audio recording made during a meeting at the Rosneft office on Sofiyskaya Embankment in Moscow.

At this time, he met E. Gaidar, who introduced him to A. Chubais. By the mid-80s, he participated in the “Snake Hill” economic seminars created by Chubais and Gaidar. The main topic of the seminars was ways to solve economic issues through innovative solutions that were not provided for by the framework of the Soviet school.

In 1987-88, Alexey was on the list of participants in the economic clubs “Perestroika” and “Democratic Perestroika”. Their leadership, including E. Gaidar, characterized Ulyukaev as one of the best theorists in the economic field.

But his attempts were unsuccessful: the Union of Right Forces did not gain enough votes for Alexey, who joined the party’s expanded list, to enter the Duma. Regarding the municipal district, Ulyukaev yielded to S. Shokhin, nominated from the “Fatherland - All Russia” faction, behind whom Yu. Luzhkov “stood.”

In 2000, Alexey received an invitation from A. Chubais to become Deputy Minister of Finance of Russia (A. Kudrin) in the governmental sphere of M. Kasyanov. On June 24, 2013, the politician headed the Ministry of Economic Development of the Russian Federation, continuing the activities of former minister A. Belousov.

In 2006, there was a scandal at the airport after it was discovered that there were no seats for him and his wife in business class. The incident led to a delay in the aircraft's departure, but the indignant official used German Gref's own plane.

Compromising evidence against the economist

According to two knowledgeable sources of the Reuters agency, it became known about the idea of the former Ministry of Economic Development to reduce the state share in Rosneft below 50%. According to Reuters, shortly before Alexey’s arrest, he raised the issue with his colleagues about privatizing more than the planned 19.5% of Rosneft, which would increase the level of budget revenues. Thus, with further privatization of Rosneft, the state share would be reduced to 50%. But the minister himself noted that over the next 3 years this idea is unrealizable.

At the same time, Reuters reports that the connection between Ulyukaev’s arrest and his position on Rosneft has no evidence. Experts in the oil sector note the possibility of a weakening of the position of the company’s current management after the reduction of the state share in Rosneft.

Recall:

A. Ulyukaev was detained on November 14, 2016 and subsequently placed under house arrest. There is no information about the circumstances of his detention at the Rosneft office; the politician himself considers the incident a provocation. His defense lawyer, T. Gridnev, reported that his client’s car was blocked by FSB workers when leaving the territory of the Rosneft office.

After the arrest, the economist was fired from the Ministry of Economic Development due to the loss of confidence of the Head of State. According to the investigation, the ex-minister received $2 million for a positive assessment of the contract for the acquisition of Bashneft by Rosneft - this is regarded as a bribe on an especially large scale (Part 6 of Article 290 of the Criminal Code). According to the representative of the Investigative Committee S. Petrenko, the politician was caught red-handed. He engaged in extortion and threatened representatives of Rosneft. Previously, demands for a bribe through the head of a large financial organization were recorded.

On November 28, 2016, the Moscow City Court awarded house arrest and rejected the defense’s request for the right to walk twice a day and the opportunity to communicate with journalists.

Article 290 of the Criminal Code of the Russian Federation, Part 6, under which a case was opened against the minister, provides for imprisonment of up to 15 years and a large fine (up to a hundred times the amount of the bribe). A convicted person may be deprived of the right to engage in a certain type of activity for up to 15 years.

The Investigative Committee has no complaints against Rosneft: the agreement to purchase a stake in Bashneft is not the subject of an investigation, Petrenko said. Official representatives of Rosneft, during communication with RBC, did not comment on the actions of the insurance company and only emphasized that the purchase of Bashneft shares was made on the basis of Russian legislation on the best commercial offers. Rosneft Chief Executive Officer I. Sechin is at his post.

In the spring of 2016, data from the Panama Files (based on documentation from the Panamanian law firm MossackFonseca, which registers and maintains offshore companies) appeared in the media. From the information received, it became known that Ulyukaev’s son Dmitry (born 1983) in 2004-2006. headed the offshore company Ronnieville Ltd, registered in the Virgin Islands in Great Britain (his father by that time was deputy chairman of the Central Bank of the Russian Federation).

In 2006, the leading position of the offshore company was transferred to Yulia Khryapina (the media note that this name belongs to the current wife of A. Ulyukaev). In 2009, the company was liquidated. At the height of the Panama Papers scandal, the minister announced that he had no connection with the offshore company.

From SPARK-Interfax data, the son of the ex-minister Dmitry, together with Y. Yurchak, owned the Yurusstroy construction company since 2003. In 2010, he was the official owner of Amadeus Film LLC, specializing in the development of film projects. At the time of the investigation, D. Ulyukaev has a 50% stake in the film company “White Mirror” (together with S. Kiknavelidze).

Attention! 34-year-old Deputy Minister of Finance M. Oreshkin was appointed Ulyukaev's successor.

Analysts' opinions

There is information in the media that the Ministry of Economic Development of the Russian Federation was arrested due to the removal of his “protection” after Hilary Clinton in the US presidential race. This was reported by economic figure Mikhail Khazin. Politician Gennady Gudkov connects the situation with the struggle of clans.

“Privatization doesn’t matter at all. A lot of materials have been collected on the head of the department over 25 years. The problem is the lack of protection, lost with Hillary Clinton’s loss in the US elections,” Khazin said. In his opinion, Alexey was part of the Gaidar-Chubais team, “promoted” in Russia by the Bill Clinton administration in 1990. Ulyukaev is a representative of the global financial elite and represents its interests.

“The isolationist and conservative Donald Trump is in power in the United States. He talked with Putin, and, apparently, there was some kind of agreement,” Khazin emphasized. The agreement between the leaders of the powers will entail the loss of influence in the Russian Federation by the team of world financiers (Kudrin, Dvorkovich, Shuvalov, Nabiullin). The absence of patrons will block the flow of investment into the Russian Federation and will allow the law to be applied to them.

Statements from other political scientists and economists

“The arrest of Ulyukaev will lead to tectonic shifts in the entire system of state management of the economy and finance,” says Doctor of Economic Sciences N. Krichevsky. In his words, the ex-minister will “hand over everyone.” This will lead to the clarification of the details of the entire economic life of the state - the “murder” of financial structures, control of the flow of “hot money”, privatization and falsification of facts in the interests of companies.

The Central Bank expressed bewilderment regarding the detention of the economist. The minister is one of the people who can be trusted, Deputy Chairman of the Central Bank of the Russian Federation S. Shvetsov expressed his point of view.

Speaker of the State Duma V. Volodin said that “everyone is equal before the law.”

According to Pavel Zaitsev, Ulyukaev could have been framed. “It is not clear who gave the bribe, for what and how the funds were transferred. Usually, when caught red-handed, they present large sums of money, with video footage of the transfer of funds, but no money was presented,” the lawyer noted.

According to economist G. Yavlinsky, extorting a bribe from Rosneft can be compared to demanding a bribe from the Head of State. Perhaps this situation arose against the backdrop of a forecast of 20 years of stagnation, says the leader of the Yabloko party.

US political scientist Ted Karasik compares the arrest of the economist with the Soviet system. “I have a feeling that a purge is underway, where Ulyukaev is accused of corruption. This is characteristic of the classical Andropov approach,” he commented.
